Changing of the ADMIN for a site

I have a real simple question can the lead Administrator of the site be changed or removed if he or she no longer is directly involved with the development of the blog. say due to a change in employment. I took over as the Administrator for my Church website a year ago and our management team wants to know is it possible to change the role of the original person who signed up for the wp site. because he or she is no longer involved with the direct development of the blog or site?
