Changing No Ratings Yet?

Hello, instead of it displaying “No Ratings Yet”, is there a way to show 0.00 Out of 5 Stars?

Also, can I align that text below the stars, then when you hover over the stars to rate, it shows 1 star, 2 star etc to the right of it? Here is a screen shot that may explain better:
