changing “no comments” url from #respond to #comment

I’m using the WP Default theme.

I’m trying to change my no comments link “Beat the Expert (Weekly Prizes” to go to

https://rotoff.shlinklincolnsports.com/post title/#comment

it currently goes to

https://rotoff.shlinklincolnsports.com/post title/#respond

If there is a comment the link goes to the #comment link.

Where can I change the code for the no comments link?

I’ve checked in the popup_comments.php but can’t find #respond anywhere.

Any ideas?
