changing language not working?

  • This is the site ????? ????
    i installed the wordpress and made some changes now i want to change the menu to hebrew as some one else will use it.

    i want into my hosting into wp-config.php
    changed the line to this define(‘WPLANG’, ‘he_IL’);
    and went in and uploaded all the hebrew files into a languages
    folder in wp content folder.

    why is this not chaning what have i done wrong?_?
