First i dont understand the wordpress jargon.
Second your question about ownership and permission on wp-content/upload
Third your question how is website being hosted,
sorry, you will have to explain, i have no clue, please help.

in the theme i was able to insert Title and tagline, but not able to upload image,logo and icon.

Perhaps you should contact tech support for your host so they can look at this for you.

one last question; in my hosting services form there is tag
Set “Write” permissions for folders
A Folder with write permission will allow user to upload data/files to the specified folder.
Folder Name:……………….. Set
here can i put, wp-content/upload/2017/05 or
directory wp-content/upload/2017/05

Folder permissions should be 755

so i did not know how to change write permissions, i tried theme editor no luck, finally i called my host and they agreed to write permision for wp-content directory
matter is resolved
