changing comments template

Hello,
I need to change the comments template or wherever it is.

Where it says. “Mr WordPress says:” in a comment, I need to change the word Says: and also in the date/time format, I need to change the word at. I have searched and read and cant seem to find a solution.

I have read this and could use this <?php the_time('F j, Y'); ?> at <?php the_time('g:i a'); ?> but I have tried it in the comments.php with no luck. (there is a good chance I am not putting it in the right spot) and I cant find the word “says” to change it.

any help or direction is appreciated.
