Changing checkout page layout

    Hello my website is https://www.psfcorporation.com
    I am trying to modify the checkout page. Is it possible to:

    1)move the payment methods to the top of billing details for mobile?
    2) Make the mobile checkout page look like the desktop version’s?

    Is this possible?
    I am currently using storefront as my theme
