Changes to template aren't sticking:

Hello, I’m having a very odd issue.
I’ve made changes to the template. They are visible when I am logged in and viewing the page. But when I log out the changes to the template are not visible.
You should be able to see sponsor logos above the search, but they aren’t visible when not logged in.
