Changes to admininstrator role not saving for newly created multisite sub sites

Hi, I’m using the role editor to edit the administrator role on a multisite install.

The admin role can be edited and saved on the initial site, but with new sites, the capabilities are not saving. They are saving for all other roles.

Any help is appreciated.
