changed shit with chrome "inspect".. how to undo ?

I clicked the forced state :hover thing to see the classes inside the cart and kinda closed the browser window then…. it’s now always “open”, no matter how often I re-install, no matter which device I use, it’s frustrating. I did all the stuff google advised me to do, like, going to the sources tab and looking at/reverting my local changes… nothing. HELP. PLEASE ? ///:
