changed my WordPress URL need help fixing it

I changed the wordpress adress URL and now it screwed up the wordpress admin panel and I can’t get into the place where I edit my page
as well as now the site is messed up.

the original one is
https://69.195.124.58/~dumpedd1
which is what it was since I started the site. I changed it to
https://www.dumpeddaily.com/uploads/
thinking it would change it for when I upload pictures in my posts it doesn’t show the links as an IP address but as a formal looking site address. the website is https://www.dumpeddaily.com
