Change user role after being inactive for a certain time

I want to make sure that people that sign up to wholesale role are still in business and operating. if they havent ordered within 1 year I want to be able to change their role back to retail customer automatically. is this possible?
It needs to be able to read woocommerce orders and successful logins.
