Change snot taking effect

I have a user role in wpjobmanager of employer that I wish to give the ability to edit a job listing.

When I give them the ability to edit job listings, edit published job listings etc, where do the changed permission levels get stored.

wp_capabilities a:1:{s:13:”employer”;b:1;}

in usermeta?

Of where please? These are the permission levels with the above . if i change the word employer to administrator it works but I shouldn’t have to.
