I can get the background color to “flash” on hover with

.navbar .nav > li:hover {
    background: red;
}

I suspect there’s something in the theme overriding that with jquery. You’re using a commercial theme, Rambo Pro, so please use their official support channel. We feel they are best equipped to support their products.
