Change position of header picture and sitetitle also change colors ?

  • Hi noob user here.

    I′m using “Twenty Twelve” theme for my site and wanna know if it′s possible to change the position of header picture and site title above menu so it would look similat to this:

    (HMRC logo is header picture and text next to it,is sitetitle)

    Also I wanna change the background color and text color of the actual sites shown. Right now the sites are plain white. I have the color codes needed for the colors I want.
    Is there anyway to get my site look similar with the blue fading color and black bottom ??
