Change position of coupon alert

The template for displaying the coupon alert is currently hooked in here: https://github.com/woothemes/woocommerce/blob/87443763d8fa32e8853d508f0809206a8083b811/includes/wc-template-hooks.php#L204 – which is at this location: https://github.com/woothemes/woocommerce/blob/14eeee15ee40ae58afbc617a001323cc9ac16636/templates/checkout/form-checkout.php#L25

You can move it to another hook, but you can’t have a form inside of a form – it won’t work. So you need to either add it before or after the checkout form.
