Change permission level of a page?

I made this page view-comments.php that will allow users to see their own comments, no one elses.
I want to add it to the Profile –> User sub menu, cause thats all my users can see.

I’ve been able to figure that out, but my users are too low to see the link or access this page.

Myself as an admin can see it and see the button.

Where can I change so that people that are Level 0 can see this page?
