Change order of shipping options

I am offering overnight flat rate shipping and weight based standard shipping. I would like the weight based standard shipping to be the primary shipping method. Currently when someone adds an item to there cart it defaults to the flat rate overnight rate which is very expensive. How can I make the default shipping rate the cheaper weight based rate?
