What you need is User Role Editor It’s one of the plugins we recommend for use with Job Manager for functionality that your trying to achieve.
For the functionality you want you should probably look at their Pro version.
You can then create a Role Called Recruiter – based of the Admin and limit the specific functions you want them to access. This way a “Recruiter” Could access all the Jobs and functions of JM but NOT have access to Settings. You also want them to have access to the Media Files but NOT have access to PAGES or POSTS. The ones created by JM are custom and not stored under those Menu items.
This also has the added ability of cleaning up the Menu structure in the back end so they arenot tempted to click where they shouldn’t go ??
You could also create a Sr. Recruiter Role that would have total access to Settings and the Main Jobs Page also have access to create and approve New Users but NOT have FUll Admin Access.
