Change EU VAT field position

    The easiest way to reposition the VAT number field would be to set its priority on the settings page (see https://prnt.sc/105o9oe). The lower the number, the higher the VAT number will be position in the billing section. That works without having to use any custom code, so it would be preferable to a code snippet.
