Change cookie check

  • Can I change this behavior:
    Enable use of cookies to control TopBar behavior. This is not used if the TopBar can be re=opened
    Now if I close the bar, it appers on every page. I’d like to have che cookies control even if the TopBar can be reopen, so that if I close the bar I can still reopen it, but by default it’s closed
