Change ‘call to action’ un-hovered color

what I want is that the full bg color of the hovered CTA (call to action) will be the standard also to the un-hovered colors
so the default will be full colorif there is an option to also change the hovered to another color (so it will feel responsive) it’s a bonus and I’de like to know how to change that too.
