Change Blog Title add Description not working

Hi, im trying to change the blog title and add description in appearance>blog>blog/archive>blog title area. Unfortunally it is not working.

Also tried setting Banner layout to Layout 2 and enable “Enable on Blog / Posts Page?”. No luck.

Also how do you change meta etc for the Blog page? We want it to be more dynamic, search filter option etc.
