CGI Error with clean install of 2.8

    I installed a new version of 2.8 yesterday on a shared Windows Server, running php 4 and mysq 5.
    The database is new and the directories were empty before installation.
    I have the out of the box install with one extra theme, Magazine Basic 2.4.11 by c.bavota.
    When I go into the admin area, the last drop down on the left under “Settings” and try to save layout changes in the “Magazine Basic” drop down, the interface waits for a while, then i am redirected to a page that reads.

    This is the exact error: CGI Error
    The specified CGI application misbehaved by not returning a complete set of HTTP headers.
