CGI Error

After setting everything up I am getting this error:

CGI Error
The specified CGI application misbehaved by not returning a complete set of HTTP headers.

I am running on a Windows server with ipower.com, I am not sure what to do at this point, I am sure I have my database setup correctly and can connect to it. I have also set to modify all files in my wordpress directory “recursively on all files and subfolders in this folder”.
