CF 4.8 does not store form locale correctly

– probably due to the new rest endpoints, locale prop of the form not set correctly when saving on the db.
– and upon rendering the form wrapping html atts are only in en_US and ltr direction.
– and since the form and it’s messages previously stored translated, the problem appears nowhere!
– with the exception of html direction attribute on an right-to-left locale.
