Yes, to use WP Offload Media to its fullest you need to let it store your Media Library in a bucket, whether that is on your Amazon S3 or DigitalOcean Spaces account is up to you. You then use a CDN such as KeyCDN to pull from that bucket.

If however you do not need to offload your media to save space or resources on your server, then you can continue using KeyCDN in front of your site without WP Offload Media.
