Category pagination by year

I’m looking to paginate a category page by year. That is, show all the posts from this year (in that category) on the first page, last year on the second, etc…. And instead of “Previous” and “Next” buttons, show the list of all years at top and bottom.

Does anyone know of a technique or plugin that will accomplish this?
