Category filter on category page

On the category(taxonomy) page, the filter shows only child categories(taxonomies)

This is a very logical behavior. On the category page, you can show ONLY products that belong to the category OR child category. It makes sense to show only child categories( of the current category ), because clicking on any other category will always give zero products )

I totally disagree with your statement.

When on the shorts page, I only see the sub-categories. However when on the shop page, I can see the filters for all product categories (shorts, tops, pants, etc.) and can navigate from one category to another.

I should be able to see all product categories even when on a sub-category. This should be an option for your plugin.
