Categories not showing on shop page

Hello,
I have been testing a site with Woocommerce using the Divi theme and Divi builder. I wanted to have a shop page that just displayed categories. I make the selection to show just categories on the shop page, but all I get are products. The only way I can get my categories to show is to paste the {product_categories] short code on the page. I tried switching to the Storefront theme, and I tried deactivating Divi builder. Either way I get the same behavior. Is this related to the the problem I am reading that some themes have? My system status is below.
