Categories Missing from admin but in Database

I have done everything suggested from a lot of searching but cannot get this fixed. Please help!

I have done all of the following that I found searching through the web:

• Restarted MySQL.
• Deactivated all plugins.
• Reverted to Twenty Fifteen theme.
• Uploaded latest version of WordPress (admin and includes)
• I have ran the following query: UPDATE wp_term_taxonomy,wp_terms SET wp_term_taxonomy.description = wp_terms.name WHERE wp_term_taxonomy.term_id = wp_terms.term_id

Categories are in database. Cannot add in Admin because when saving it says they already exist. I added a new one through PHPmyAdmin and it does not show either.

What have I missed?
