    I just installed this plugin and did a backup (both db and files). Then restored them into another new WP installation (on another domain).

    After the restore I saved the permalinks and made url changes in two fields of the wp-options table (both to reflect the new domain) everything seems to look OK with the exception that the users and categories did not seem to come over on the backup and restore.

    Are both these tables part of the backup process or is there something else that needs to be done?

    We are not aware of any additional steps, what you have done should work.
    You could try doing a backup of the database with the Backup Debugging Enabled option enabled. It should list the tabled that get backed up and then actually display the backup data below. You will want to look for the following tables relating to users and categories: wp_users, wp_meta, wp_terms, wp_term_taxonomy, wp_term_relationships. You could also check for those tables in your new installation, do they contain the correct amount of data compared to the original site?
