Categories and Menus lost

We have set up the restrict categories plugin and it is working well, however recently the plugin appears to be blocking submenu and category functionality.
My user account has admin privileges with access to all categories but when I try to edit or create a post, there are no available categories. Additionally when I try to edit a page, there are no available menus in the custom sub-menu dropdown.
This issue started happening just a few days ago and we have not installed or changed any of the settings on the site. We upgraded all plugins and wordpress to the latest version but the issue is persisting.
I can deactivate the Restrict categories plugin and the menu and category listings work as expected, but when I reactivate the plugin they are lost again.
