Cart icon redirects to shop page when it’s empty

When I click on the menu cart icon (when the cart is empty), I am redirected to the main shop page. Is there anyway that I can have it redirect to the cart, always, even if the cart is empty? It’s confusing to the customer if they click on the cart and it brings them to the main shop page.
