Captions not properly HTML character encoded

I have a number of captions on my Picasa photos that include quotation marks. These are not being properly encoded when inserted into the HTML, so they’re showing up like:
caption=""This is something in quotes.""and should instead be:
caption=""This is something in quotes.""Should be easy to fix, correct?
