Caption frame with no caption

In the past I have always added a blank space in the “caption” of an image if it didn’t have a caption so that I got the nice frame around all my images. This is for consistency of the layout.
Since WordPress 3.4 caption handling has changed and my old “hack” of using a blank space no longer works. How can I get a caption frame around all my images even if I don’t have a caption?
Using image borders isn’t an option as then when I do have a caption, I get the border AND the frame. This doesn’t give me the consistency I need.
What are my options? Is there a solution?
