I’d suggest trying out a plugin like User Role Editor (third party, not guaranteed) and targeting the manage_categories capability and/or any capability that has tribe in it.

I hope this helps you achieve your customization.

If you want to control how users are able to input events, it might be easier to manage via a front-end form, which is part of our Community Events add-on.
