Capabilities to Customize

Hi,
we are trying to give an editor the option to Customize the Responsive Menu options with a role editor plugin. We’ve managed to get him to see the Responsive Menu menu and the menus, but when he clicks on Customize, no edit window appears.
We’ve tried giving him all capabilities and the same thing happens.
Only admins get the edit option.
Is there any option to have this done?
