Capabilities Keep Reverting Back

We keep setting our shop manager role to NOT have capability to ‘view woocommerce reports’, as we cannot allow our shop manager person to access these reports for security purposes. The capability keeps adding itself back to her role though. What is causing this? We remove it, save, and verify its gone. Its good for a week or 2 then it undoes it self and she has access to the reports again.

Why?!
