Cap to disallow tag creation

Hello,
I appreciate your Members plugin! However, I did not find the possibility of preventing certain roles from creating tags. I would like to be able to create them as administrator and all other users can only select the labels already created, without being able to add new ones.
Is this possible, especially by adding a custom capacity, or by some other means?
