Cant’t create new, edit exist rule

I have a site with 3 existing restrictions. It’s working great on front-end for visitors, but i can’t edit existing restrictions, or create a new one.
In the administration page (Settings -> Content Control), it says: “No restrictions found.” In the Database, I can see the rules, and as I say, it’s working for visitors.
If I try to add a new restriction, and I click “Add” button, it redirects me to the WordPress Settig -> General page, with this URL:
Please help me to solve this problem!
