Can’t view the UI and links doesnt work

i’ve installed WordPress on a winXP platform and having it running on xampp. The idea is that to install the (WordPress)blogging server on my department so that everyone can access/blog via intranet. I’ve got it installed smoothly as expected and had it viewed perfectly in ‘admin’ mode. But when i tried to view the blog from different pc’s in my department the page appears to lost it UI and all the links in that page didnt work (a message that says “the connection was refused when attempting to contact localhost” appears). Help me please..Thanks in advance ??
