Can’t view site, lost admin access

I am an admin of the site, but not the one that oversees the server. He can view, access, edit w/o a prob from his computer. Even trying to see the site on my network, I get timed out. I’ve worked with my ISP, reset my modem and router, restarted my computer, turned off the firewall, emptied browser cache and cookies. I can access the site thru public xfinity! We were hit recently by the Japanese keyword hack and finally got that part resolved. Now this – help!
