are you running multisite by any chance?

webp doesn’t work on multisite yet.

install a code snippets plugin and add this.

// Ensure all network sites include WebP support.
add_filter(
  'site_option_upload_filetypes',
  function ( $filetypes ) {
    $filetypes = explode( ' ', $filetypes );
    if ( ! in_array( 'webp', $filetypes, true ) ) {
      $filetypes[] = 'webp';
      $filetypes   = implode( ' ', $filetypes );
    }
 
    return $filetypes;
  }
);

Thanks for the snippet! I added it and now I can upload webP images on my multisite! Sorry if I didn’t specify that.
