Can’t upload theme, sub panels not responding.

I can’t access the wp-subpanels, wp-admin or any panel.
I click on the subpanel, and it just minimizes, and maximizes, the subpanel. There are no other functions working. I need to upload my theme from my website to my web blog. I’m not that computer savvy, so I hope it’s something simple I’m just not seeing. Thanks Tim
