Cant upload any plugins, themes, media…

  • Completely dont know what going on.
    Have hosting on 1&1, its second one, first one working perfect.

    Reinstalled WP times [2 different WP files eng/pol in 4.0 then 3.9.2 ver.]
    Cant install any themes or plugin [i can send them by ftp clinet – works]
    But nothing working for media uploading.
    Can do any, i have info about wrong file or uploads/2014/09 not exist or no access, when i created this one and upload some pics, still not available to use, as not visible in media list.

    Its not my hosts file problem, beacouse secound WP working perfect.

    Any tips?
