can't update wordpress version

i can’t update my wordpress! still using version 2.8. when i try to update, this is the message that i received:

what does that mean? it means it has something to do with my host server? i have contacted my host but all he said was asked me to set up a new version of wordpress and migrate all data (change server)… but this means having to re-do all over again my website, right?… and i don’t know how to do it.

(btw, same thing happened when try to update/install plugins)
