Can’t un-check “Activate Plugins” capability for Editors

    Whenever I go to un-check the “Activate Plugins” capability, it seems to save, but if I refresh a few times it jumps back to the “Grant” column. It won’t let me deny that capability.

    Oddly it’s also doing this if I try the User Role Editor plugin. Maybe it’s a WordPress 5 issue?
