can't submit review

You can see the review tab, and a “submit yours” link, but there seems to be no form to submit the review. Comments are turned on for both the shop page and “Enable review” is checked in the product page. I am on WP 3.3 because that is what my theme is compatible with.

It seems as if I am missing something simply but I can’t figure it out. Can anyone help?
