Can’t ship to anywhere outside local shipping zone

I can’t get shipping options anywhere outside my local shipping zone. Under my local shipping zone, I have the United States shipping zone, but customers don’t find any shipping options on the front end. Any things to look for to resolve this?
I have USPS shipping methods on both the local and US zone, all products have weight and dimensions. When I try to use debug mode, I get this message, but the even smaller products don’t show shipping options.
